SEO for Content Website

I am looking to optimize my existing website for a print newspaper that is being brought online. I’m looking for an SEO expert who can help me make sure that my content is properly optimized so that it reaches the widest possible audience.
I am looking for an experienced freelancer who will
1. Co-create year-, quarter- and month-frame SEO plans for the website covering on-page and off-page (including technical) SEO deliverables comprehensively;
2. Take charge of executing these plans towards pre-defined traffic projections, making changes collaboratively with the team; and
3. Set up a regular cadence of reporting and communicating results with me and my team.
The perfect candidate should also have a thorough understanding of Google Analytics, keyword research, link building, CMS and various other tools and practices for SEO.
