SEO Onpage and Offpage Optimization with 250 backlinks

Hello! I am looking for someone to help me build 250 backlinks each month for my website and perform Onpage & Offpage Optimisation. The types of links needed are Article submission, Web 2.0 submission, Syndication Submission, Image sharing submission, Classified submission, Social bookmarking submission, Profile submission, Pdf file submission, and Singapore site submission. I have created the credentials to create any accounts that may be needed, so help in creating accounts will not be required.
I understand this is an intensive project of building 250 backlinks per month. Hence, I am looking for someone with the professional skills and ability to meet the needed deadlines. If this project appeals to you, then let's discuss it further and get started on improving the SEO of my website!
Please take some time to understand some of our expectations of the project.
1. To solve SEO Onpage, please document how to fix the GTMetrix grade, the current grading is dropped automatically every month.
2. Onpage & Offpage Optimisation, You will need to submit a full audit report for before and after on-page. Meta Description needs approve before starting off page.
3. Preferred Singapore backlink. Suggestion backlink provided as attached. This is a must.
4. Email address for backlink account registration will be provided, it is compulsory to use our company email for ALL backlink submissions.
5. Please use “Company name + keywords” as the username for all backlink accounts.
6. All backlink accounts should have the company’s logo as the profile picture
7. We will provide content for ALL the backlink submissions on a monthly basis. We do not accept repeat content
8. Monthly and Weekly progress update is REQUIRED. A report template will be provided, no other format will be accepted.
9. Report should be shared every Thursday before 6 pm Singapore time.
10. All backlink submissions and backlink login details must be genuine, we will create dispute with the freelancer for fake repeated submissions.
11. Please include social media URL links to the company in the Article submission & Web 2.0 submission.
