SEO Expert for High-Quality Backlink Building

We are seeking a seasoned SEO expert to manually create 80-100 high-quality, zero spam score backlinks for my website www.hsecounsel.com.
Key project requirements:
- All backlinks must be generated using whitehat SEO techniques, ensuring they are compliant with Google's guidelines.
- Backlinks should be exclusively from reputable health and safety websites and within the health and safety niche.
- Backlinks need to be embedded in guest posts, instead of comments spamming.
- The focus keywords for backlinking include: Health and Safety, ProQual, NVQ, Level 3, Level 6, Level 7, Consultancy, ISO, 9001, Lead Auditor, 45001, and 14001. The distribution of backlinks across these keywords should be equal.
- All backlinks must have a zero spam score, with a goal of increasing my Ahrefs based domain rating to 50+.
- A proven track record of generating backlinks from sites with a Domain Rating of 50+ is essential.
- All backlinks shall be indexed by google and shall be verified by google search console instead of third party tools
- 5000 backlinks shall be created over minimum of 4000 websites, instead of spamming at one or few website.
Experience and skills required:
- Extensive knowledge and experience in whitehat SEO techniques.
- Proven experience in generating backlinks from high DR health and safety websites.
- Ability to create engaging guest posts.
- Proficiency in using tools like Google Search Console and Ahrefs to track progress and ensure all backlinks are indexed by Google.
- Excellent understanding of the health and safety niche.
