SEO Enhancement: Backlink Strategy Focus

I'm seeking an SEO expert who can improve the search engine ranking for two of my domains.
I have a SEO tool to pull latest positioning metrics and performance from.

Key Responsibilities (KPIs):
- SEO audit initially including keyword analysis
- Build quality backlinks
- Achieve targeted keyword installations, enhance organic visibility, and drive user acquisition within a month
- Achieve top-page rankings of below 10 for at least 20 select keywords with KD not exceeding 65
- Systematic approach in generating organic traffic, ultimately facilitating increased visibility and signups
- Multifaceted approach in activities such as backlink building, content distribution, social bookmarking engagement, and other off-page promotions
- Give SEO in U.S./Canada an edge first

Ideal Skills and Experience:
- Proven track record in SEO and backlink building
- Excellent understanding of keyword analysis and technical SEO
- Strong writing and communication skills for backlink building
- Familiarity with SEO tools and software
