SEO Direction for Cat Food category of a cat site

I have a cat authority site that among other things provides information and reviews on cat food. I have over 200 articles ranging from "best of" type articles to individual reviews, to informational articles.
I'm looking to get SEO/UX direction for organizing the cat food content better with a hub page and main menu navigation and any other optimizations. Deliverables need to be based on data and best practices and include direction for planning/reorganizing existing content for future growth.
For this, I need truly actionable steps that can be readily used by a designer/developers and content planners/creators. If you have design/development capacity as well, let me know.
My hope is to find somebody that could do SEO long-term for the site.
