SEO Consultants for Dual-Language Website Indexing

Need an SEO to give me some ADVICE - I am NOT looking for someone to manage my SEO.
I need advice on indexing a dual-language website. The main language is English and there are a number of translated pages in Chinese.
I'm having trouble getting the Chinese language pages indexed. I think maybe it is a canonicalisation issue and these translated pages are stating the English language version as the canonical.
I'm looking for someone who can give me around 1/2 an hour's advice on how to go about getting these Chinese language pages indexed, and any tips for optimisation.
Obviously anyone who can speak/read Chinese is very much preferred for this job, so if you do, please put that at the top of your bid. You should also ideally be familiar with WooCommerce/Wordpress and general SEO for ecommerce.
