Real Estate Agent Website Initial SEO Work

I am seeking an SEO expert with experience/background in real estate SEO to help me achieve higher visibility on search engines and drive organic traffic to my site.
I have an admittedly small budget of *up to* $400 as this business is still in the startup phase, so while I'll consider ongoing SEO maintenance in the future, I'm only looking for initial setup at the moment. No current SEO work has been performed.

Here are a few examples of the initial work I think I need, but am certainly not limited or tied to this:
-Google search console and analytics setup, robot and sitemap creation/submission, and other indexing infrastructure.
-I have some target keyword ideas based on widely available keyword data, but I'll also be considering keyword research and want it tailored to my local market.
-Content and page optimization would be great too if that's possible at my target price range.

Please provide a detailed scope of work in the bid itself. Generic responses without detail or just asking to message you will not be considered. I have limited knowledge of SEO so a benefit summary would also be appreciated.

This bid will be open for about 24hrs. I'll message "finalists" starting around Mon night with final selection expected roughly Wed Jul 26th. The project bid process makes it a bit awkward to do, but feel free to include additional "package" options with clear pricing in the body of your response. (EX: Bid of $200, but at $300 you get ___ too)
