Rank 1st page of Google for the three keywords (off page seo)

I have three specific keywords I need ranked at top of Google:
unlimited graphic design service
unlimited graphic design services
pencil bee
This is a brand new site, it's not fully launched as yet. In fact there's a landing page there in replacement of it right now. So on page seo was already conducted but what google would see is the landing page which hasn't been fully optimized.
Your job is to behind the scenes build the links out weekly so once the landing page is removed, Google and freely pick up the backlinks and connect it accurately to the website.
Can you not make proposals outside of Freelancer.com please? The emails will be disregarded.
