Quality backlinks and Link Roundups Needed

I am in search of someone who can aid my company’s website with creating quality backlinks. The website is a new unique marketplace which will only be disclosed once the freelancer is chosen. I would also like to discuss Link Roundups and if these would be a good idea as well. I am not an expert in this arena but I am familiar, though I don’t have the time to do this work myself.
I would like someone who has done this before, clearly and someone who can prove they have done this for other clients or can show some proof they have the knowledge and experience to do this THE RIGHT WAY! That is the most important.
My goal here is to not have this be a one off project but I want to build a relationship with this person for on going projects with this marketplace in the future if this first project goes well.
I prefer and desire to hire an excellent communicator who’s honest, reliable, knowledgeable of digital marketing on social media platforms as well as knowledge about keywords, SEO and so on for future projects, would really be great.
