Off page SEO for our website

We are a small pain management doctor’s office in the US. We just finished our website update using WordPress. We use Yoast plugin for on-page SEO optimization. We would like to hire someone to perform off-page SEO optimization such as building quality Backlinks (must conform to Google Guidelines), Local directory submission, Blog/Classified posting, Social media posting, etc. Need progress report of works done and our website ranking improvement. Some of the tasks are one time thing, some will be a long term project.
