Need help to audit one of our under-performing article (Content & technical/non-technical SEOaudit)

Hey Guys`, hope everyone is doing well. I am looking for someone who can help me optimize/Update one of your articles.
This is one of our under performing articles so I am looking to see what areas we can improve, in terms of content audit and technical/non-technical SEO.
I can not look for an updated article; rather, I would like for a report to be created that goes over the following pointers (mentioned below) and helps us figure out how we can improve this article ro rank/perform better.
The report would consist of of the following pointers to audit the article

2- Content Audit
2.1-- How can we optimize this page for SEO etc
2.2-- How can we improve the structure of the content
2.3-- Any other optimization for content audit ?
