Need SEC expert to help site rank in us(AZ,NY) Amsterdam,Singapore

My client ranks relatively well in the US, but would like to rank higher in the following locations: US (AZ, NY), Amsterdam, and Singapore Also, I will need detailed reporting with ranking reports, before optimizations, and after. There are only about three unique keywords we are working to rank for. I will need both onsite and offsite optimizations done to complete this project. Lastly, I will need a detailed report of ALL work completed.
