Long Term SEO Team to Manage Website (Backend & Offpage)

Hello. We are looking for a long term SEO team to manage our backend & off page SEO. We will not be responding to anyone who automatically bids on this without specifically answering our questions. We have been members of Freelancer for over 12 years and only work with high quality freelancers with ethical bidding strategies. Please look at our profile to see our high ranking.
Our website is in the dental niche, and has already been optimized. It was optimized during it’s construction.
You must be able to do Technical / Backend SEO as well as Off Page SEO. We must rank for 4 specific keywords in our market in the first position. This is very obtainable.
We are periodically post new material for our website that is been written specifically for SEO and has green lights in Yoast. These pages need to rank as well.
You must be able to:
1. Must be able to work on a separate version of our website to make sure it works without damaging it to ensure your changes work before actually implementing them on our actual site. Changes can NOT BE MADE LIVE until they are known NOT to break the site.
2. Optimize our website with a GT Metrix Score of A.
3. Find cacheing software that will not break our website (at the moment, we are having trouble with this).
We cannot afford even 10 minutes of downtime due to our marketing. All changes must be made on the copy of our website before going live on our actual website.
4. Understand how to work with Cloudflare.
5. Must be able to bring our Search Consule rankings up for all our pages.
6. Must rank for 4 specific keywords in the top position (easily obtainable in our industry).
7. Must speak English and be able to communicate via voice chat with us regularly.
8. You must maintain your payment via Freelancer.com.
9. You must always make sure that google is indexing all of our pages properly
VERY IMPORTANT : You must be able to give us a free audit and plan for our website. We will ask you to do this before we accept your bid. You must clearly lay out your technical & off page strategy for us. Please be sure that you can do all 9 things.
When bidding, be sure to bid what our MONTHLY fee would be, not a 1 time fee. This number is very important and will help us decide who we want to choose.
We will pay monthly for this, but must be able to quantify our results. We want success reports on the 1st and 15th of each month with our analytics. We expect analytical numbers that show improvements.
Be sure to answer all our questions in your bid, as this is a long term job. We will only work with the perfect person.
Oh, and don't ever call us sir. We're not that kind of company. We won't accept bids that call us sir.
