Keywords and Ad copies for Google search campaign both in Arabic and English

I am looking to create keywords and ad copies that will help convert sales, with a focus Both in ARABIC and ENGLISH language. I have specific keywords in mind which I will provide to the freelancer that I hire. The keywords and ad copies must be in both ARABIC and ENGLISH language. The freelancer should also have understanding and experience in search engine optimization and SEM. I am also open to suggestions for keywords or other strategies that could improve the effectiveness of my campaign.
