Holistic marketing review, proposal and setup

I'm looking for a marketing expert to review our requirements, do a proposal and if accepted implement and setup the campaign.

We currently have a website and facebook page, I am looking for a more holistic approach to maximise our marketing efforts, including the following

* Setup Facebook/Instagram Ads
* Setup Google Ads
* Setup retargeting/marketing
* Website tracking (pixels?)
* SEO
* Propose platform/software to manage customer engagement
* Propose platform/software to manage leads
* Propose platform/software to automate sign-on process
* Integrate the projects to easily track and manage progress

We have two distinct target markets - we need a specific setup to reach both markets.
