Expert needed for dynamic SEO on website

There are millions of records of businesses and people on a business directory website built on the MERN stack (NextJS and Mongodb). Due to the unique URLs of each business and individual, the site map is huge.
Although we have broken the sitemap down into 10,000 URLs each, Google console still does not accept the sitemap after the first successful upload and returns "couldn't fetch" error.
