Convert HTML/CSS design to WordPress Theme

I need a WordPress expert to convert my finished HTML/CSS design into a functional WordPress theme. The design includes a homepage and a single post layout.

Scope of work:
- Convert homepage and single post HTML/CSS design into WordPress theme
- Preserve layout, colors, typography, and responsiveness
- Implement header, footer, menus, and basic blog structure
- Create a single post template with slot for third-party comment system (e.g., Disqus)
- Include dark mode toggle and hover effects
