Comprehensive Local SEO Master Needed

I am seeking a skilled Local SEO expert with extensive knowledge and experience in optimization for Google, Bing, and Yahoo. My aim is to increase the visibility of our clients business within the city, county, and state levels. The perfect match for this project will be someone who can:
- Utilize LOCAL SEO strategies to maximize traffic to my website
- Implement tactics that generate leads for our clients business
- Apply relevant methods to increase their online presence across all major search engines
Must be able to provide examples of previous Local SEO work , must have excellent English and excellent knowledge of building local schema on websites, optimizing/auditing GMBs. Must have knowledge of creating citations, map packs, directions, naps. Must ideally have access to GMB tracking tools to show updates/rankings etc etc.
