Code Business Site from Design

I need an experienced WordPress developer to build a business website based on an existing design.
I have pretty clear idea what site should look like, incl content
could try to remodel existing site myself but if a student is skilled in coding he/she would be able to do it much more quickly
prefer someone loca, Hatfield/Welwyn Garden are in UK, Postcode AL9

Requirements:
