Automated Report Extraction Tool Needed

I'm looking for a solution to automate the process of extracting reports from a custom web-based system. Due to restrictions, I cannot run programs as an administrator on my computer. The tool should use a technology like Selenium to perform a series of clicks, wait for the report to be generated, download the CSV file, and then load it onto another spreadsheet.
