Security camera system with smart phone app

Budget: $750 – $1,500 USD

I am looking for a hardware and software designer to create a Wi-FI security camera system that is a little different than other security systems because of its longer recordings. It would seem that the system described here would not have to be designed from scratch but rather a modification of existing hardware and software.

The battery-powered, wide angle 1080 camera (min) would be motion-activated and would then record for 30 minutes to a solid state device such as a memory card, USB or similar device even if there is no other motion to continue recording. Ideally, if there is additional motion later (say 2 hours later), the camera would start recording again for 30 minutes and just add/append to the original first video.

Via a WiFi connection, the video could be broadcast to a smart phone (iPhone and Android) that has the needed specific app. A certain part of the video could be selected and then downloaded to the nearby smart phone. Selected parts of the video (or stills of the video) could be reviewed on the phone to determine the start and stop points of the video to be downloaded. Ideally, there would be two sliders on a time line - one would select the beginning point and the other would select the ending point of the desired video.

I am looking for both the hardware and software for the camera and the phone app(s) to communicate with the camera.

The wide angle camera can be small like a small webcam or can simply be a PCB camera as I will build a case. The camera does not need night capability.

A total price is desired instead of an hourly development price. This demonstrates that you confidently know your capabilities and the electronics needed as well as the availability well enough to commit to a specific price.

The options below are separate and in addition to the basic system described above. Please price the basic system described above and then a price for each option, if possible.

Option 1: Add a solar charger to charge the camera battery system.

Option 2: A way for the system to connect and upload the video to a website.
