Capture an image from IP camera

I’m working on a project where I have an IP camera and I need to capture an image whenever a certain criteria is met. The IP camera will have username and password and the photo capturing process shouldn’t take long. The code can be in flutter, java, php or html. Or it can be any other language that can be integrated with flutter application.
