Need a Developer for App re: RSS Feeds, public info

Need an app developed. I have two developers on my team but too many jobs to do for them already. This one seems simple they said if the developer knows what they are doing. There is an app online now that does this exact thing - which is simply list the title of a site and the link name from the RSS Feeds that they have. App posts them as they are published and updates every 10 minutes. We have a working version on our site now but it is a plugin from the app that we want cloned for our own purposes. Will show applicants where on our site. The Basics is the app has about 900 sites in the database, then simply lists the links that we show. App owner is genius and it took him 2 hours to write. We don't expect you to be a genius and do the same in so little time. But if you can, AWESOME! - We need to be able to add sites that we want to scroll, subtract them as well - that's it... seems simple right? We need this so that I can use on other sites as well with different topics as well, so app must be made for an idiot like me when it comes to programming where I simply add url here and it does its thing. Then I put code up and it just runs like the plugin I have running now from the originator of the app. So Deliverables are a fully functioning app that I can use ASAP to test. You can put it on your own server for me to test there, that's cool.
