Please note I need to to have the script start like this with 1 variable "DEBUG" and put a message in the folder c:\20221009\150203\mymessage.txt

The output should be depending (any case)
DEBUG is ON
DEBUG is OFF
DEBUG is not set
DEBUG is another value
The message should be in a folder that is created with today's day and current time the script is run
Date format yyyymmdd year month day
Time format hhmmss hour minute seconds in 24 hour format
If today is October 9, 2022 and it is 15:02:03 the folder name would be
c:\20221009\150203\mymessage.txt
must be a DOS bat batch file and no other format
need in 2 hours or less
