It's a world set in the Far Eastern part of the Soviet Union after an Axis Victory in WW2, the year is 1952, and all other Soviet resistance has quieted and the Soviets retreated to behind the Urals. Because of the chaos, the remaining parts of Russia split into warlord states, one of these is Kamchatka, with only a single small city on the otherwise barren peninsula. It is run by The Pacific Fleet (name of the show), the only remaining Soviet Fleet to survive the war, led by Ivan Yumashev.

Because of the personal honor of the Fleet, and their refusal for supplies by other Warlord States, they have to turn to piracy, and are the only Soviet resistance left against the Japanese, but both sides have been in a stalemate for two years because the Japanese are cautious about a power shift if they send their forces against Kamchatka and lose- and Kamchatka was defeated thrice, decisively in a single month in May 1950. These were the First and Second Battles of Vladivostok, and the Battle for Magadan.

The current state of the men is bleak- their Mosin Nagants are rusting, they can offer little to anyone else because food supplies in Siberia is only enough to support their current population, and they would like more than anything to end the war with Japan, but cannot because piracy is their only lifeline.

But in the fabled month of May, 1952, just as the second anniversary of Bleeding May comes around and the men begin to turn against Yumashev, the men get a message that changes the power dynamic in the West, and as it comes over to the East, the men must make critical decisions that could determine their very survival.
