Our objective is to analyze the behavior changes induced by taxes on cigarettes. That goes from non price related behavior to price related behavior. To do so, I chose a specific way of working designed to understand if taxes have an important effect on consumption and if the main factor is the price change or something else:
It examines the time path of four non-price factors during the lawmaking process
It examines the relative importance of price and non-price factors on the decrease in cigarette consumption that occurs around changes in tax law
It investigates additional predictions that arise if non price factors are at work.
