Editing an academic article on Teaching English as a Second Language (ESL / TESOL) for an ISI journal

I am writing an academic article to be published in an ISI journal. The topic deals with teaching English as a second language (ESL) online during the pandemic.
It is mostly a review article not based on experiment.
I sent the draft to the journal, and it was reviewed and rejected.
I am looking for a professional writer and researcher to address the points sent by the reviewers and to revise the paper according to the reviewer’s feedback so that I can send it again to the journal.
I do not need grammar, spelling or structure editing or proofreading.
I need someone with knowledge in research, writing academic articles, in publishing in academic journals to read and revise the paper based on the reviewer's feedback and doing the necessary research into the field of ESL.
It is an ongoing process with several milestones because you might edit it and then it gets rejected again, then we will need to work on it more according to the new reviewer’s feedback.
What I am proposing is that you address the current feedback comprehensively. When you are done, I will check it and see if it answers all the reviewer’s questions and concerns. if so, then I will pay the fee.
After that I send the article to the journal again and if the reviewers reject it, then we start the whole process again of addressing the new patch of the reviewer’s feedback until we publish.
I need someone for the whole length of the project, we discuss together and work together till the end.
