The cms.exe not running after a fresh installation (SAP BO BI 4.2 SP5)

Hi all,
The CMS.exe is not working. The SIA is running and using port 6410.
CMS is not running, even that is using port 6400.
The database connection looks ok (Oracle 12c on another Windows Server 2019), so I guess there is something I can not see.
I have installed locally on 2 virtual machines (SAP Server and Oracle 12 c Server) using VMware workstation.
Can you assist me with this issue?
