SAP Portable Training Environment Setup

SAP HANA or ECC Portable
I am looking for a functional SAP environment for training and simulation purposes. The primary goal is to conduct an IT Audit training program, so I require full administrative access (Superuser/SAP_ALL) to both the Application layer and the Database layer.
The solution can be either:
Portable/Offline: A VMware or VirtualBox image containing SAP IDES (ECC or S/4HANA) that can run locally on a high-spec PC (64GB+ RAM).
Cloud-Based/Online: Assistance in setting up an instance via SAP Cloud Appliance Library (CAL) on my own AWS/Azure/GCP account, or providing 24/7 access to a dedicated private server.
Key Requirements:
Access Levels: Must include access to SAP GUI (for T-Codes like SU01, SCC4, SM20, RZ11) and HANA Studio/Cockpit or DB-level access (for SQL commands and Audit Policy configuration).
Functionality: Ability to run all standard audit T-Codes, modify system parameters, and enable table logging (rec/client).
Data: Preferably an IDES or "Fully Activated" version with existing sample data (Vendors, Customers, GL entries) to simulate a real audit.
Documentation: Provide a brief guide on how to start/stop the services and the login credentials for DDIC, SAP*, and SYSTEM users.
