Salesforce Manual Sharing Rule Flow

Conventional SF sharing rules are not possible based on current customer portal requirements.
What we need is a flow, that once
Custom Object 1
Record (Subscription) a Related record to custom object 1 (the record is linked to contact via lookup)
Record (Actions) a Related record to custom object 1

Rule 1:
What we need to have is once a subscription record is created and the contact is an active user then add read-only sharing access to Custom Object 1, record subscription, and Record actions.
Rule 2:
Once the user is activated or Manually triggered example an admin user, the system will find all record subscriptions associated with this contact and re-run rule 1 mentioned above.
Once the project is accepted, I could share object detail.
