SalesForce Restricted User Config

I am looking for a SalesForce expert who can configure restricted user access for a specific user profile. Our goal is to allow a specific user profile to VIEW ONLY a SINGLE account and all contacts associated thereto, but NOT any other accounts.
The ideal candidate should have experience with SalesForce security and user management. The project requires the following:
- Imposition of access restrictions to specific account only
- Restriction of access to read-only for selected profiles
- Configuration of customized access based on user roles is a plus
