Some Features needs to be added in Existing things and Test Classes for them

I have some half baked things that I need to complete it. I need developer who has good knowledge in Salesforce. He/She has to review existing implementation and need to add features in it. also need to write test classes from scratch from existing implementation. I need someone who can implement that. this project is base for future requirement.
