Salesforce surveys

I am looking for a salesforce professional who has enough experience with sending surveys, your task will be to program a flow which should send an email with the survey to the end user, based on user responses, in case of a negative rating, an email should be sent to the coordinator indicating the response data of that survey, everything must be done with declarative tools.
