Salesforce - Trigger Account change then post data to external API

Hi, I need a Salesforce developer to help me development a module on Salesforce that is to trigger Account change type then post data to external API to suspend account.
Data example is very easy, with two fields 'code' is accountid and 'secretkey' is configurable code:
