Salesforce Knowledge Management User Access Setup

I need help enhancing user access and permissions in Salesforce' knowledge management system. The system should be accessible to:
- Admins: Full access to manage and oversee the knowledge base.
- Select Users: Read and edit access to contribute to and utilize the knowledge base.
