Bulkify Lead Trigger

Consultants provided a lead trigger that uses a custom Lead Assignments object to assign ownership based on things like Program, Segment, and State. The trigger works fine in Salesforce but we use Marketo which will sync via the bulk api standard limit of 200 and the trigger will fail because of the SOQL call to find all of the custom lead assignments for each lead. I can't figure out how to make the SOQL call once and have each lead lookup the collection of Lead Assignments in memory instead of making the SOQL call once for each lead.
