Build Twilio CTI Dialer/SMS with custom integration bridge for Salesforce

Need both a CTI system built/programmed with twilio with a dialer, click to dial, power dialer (with auto and predictive dialing capability), local presence with manual calling as well as with power dialing sessions, call forwarding, call hold, call transfer, conference call/3 way call, call recording, prerecorded voicemail drop, IVRs
AND sms with manual texting as well as bulk, drip, and automated sms campaigns, local presence with both manual sms and bulk, drip, and automated sms campaigns
And mobile app capabilities for call and sms (outgoing calls, incoming calls, missed calls, voicemails, text messages) and alerts for missed calls, voicemails, and texts when not logged into mobile or web application.
And all of it needs a custom bridge integration to my salesforce crm
