Sales force development project

I need a custom sales force system to to connect to sewer tanks and report when the levels get to a specified level, and make a booking for the service truck to come and empty the tank as well as automatically send an invoice to the customer as soon as the job is complete.

The tank sensors can only report its level to a url, and you can add a custom address, so you will have to develop some code for that as well along with detection and making a service case if the sensor stops reporting for a set time.

I have very few details outside of this, and the solution needs to be done in reasonable time.
