backlinking ongoing every month and Keyword research now - one off

BACKLINKING
I am launching a new site www.framedwallart.ie
I need someone to do backlinking on a continuous basis. This is an ongoing monthly subscription of indefinite duration that will last as long as the website does. The new website is replacing www.fineartframed.ie which has been there since 2010.
The website is focussed on the Irish market only. This means that it is only visible on google.ie.
The TLD for Ireland is .ie which has a population of only 4.5M and that is the extent of the audience for this particular website. Once the website is established in Ireland, it will be rolled out across Europe. (24 countries ) and will have a presence on google.tld for all countries.
I will provide a list of Keywords and the landing pages that they are to be linked to.
In the past, I have had an agency working on a different site (www.pictureframes.ie). Attached is a sample of one of the 52 monthly reports I received from them– All of which were more or less the same. I stopped subscribing in Dec 2021. I recently asked them to quote for new site and asked them what they could do if I doubled the monthly subscription fee. The result was they would simply double the work that was done in this report (Nine back lings per month) to 18 back links per month. After doing some research on agencies and what they do. I think they may have been spending no more than 1 hour per month on me after I stared subscribing.
I need a lot more work done than this company were doing in the past or prepared to do in the future.
I would like you to set down in your proposal the work you would be able to do if you were to devote 1) 10 hours per week 2) 20 hours per week working exclusively on my site. and how much you would charge for dedicating these hours. So, I need to know your hourly rate. As this site is in the Home Improvement/office fitting/interior design space, there are huge opportunities to get back links. For instance, houzz.ie has over 60 bloggers in the interior design space. I have a list of good backlinking opportunities to get you started.
I will want a report every two weeks similar to attached and I will be checking that the work is being done by using SEMRUSH.com
I will also need to know how you intend to get these back links and what software you are currently using or intend to use to do this work. Obviously, for backlinking, continuous research for new link opportunities is required but you can also use backlinking services but let me know what they are and I will pay for them. I just want to make sure that they will not damage the site.
Will you also please state if you are an agency or working alone?
I expect to receive a good few replies as winning this contract will provide a regular monthly income for an indefinite period ( as long as the site is in business ). As I state above, the site is replacing an existing website which has been there since 2010 so you can assume that this site will also be there for 10 + years.
However, when replying, if you do not show that you have read through the spec and attached report, I wont be putting you on a short list. There is too many replies to go through so that is my first filter. If you sent an auto one as soon as you saw the job, you would need to read the speca snd resent as the auto response will be ignored.
Also. If you must have fluent English.
The site will be completely changed within the next month with many landing pages being added.
Site will also be fully optimized for on page SEO.

I also want some keyword research done and am working on a specification. This is a one of job to find 300 best keywords.
Then they have to be ranked into top 100 and top 30 by you.
Let me know if you interested in doing the keyword research as well and I will send you the spec as soon as it is ready. The keyword research will be a fixed price and to be considered completely separate from the ongoing monthly link building.
