Lead Generation for M&A Firm

I’m looking for a freelancer who can establish lead generation system that would meet to objectives. The first objective is to receive inquiries from business owners whose businesses are with certain criteria, willing to selling their businesses to us. The second objective is to connect with non-banking debt financing parties and family offices to provide acquisition funding to support such business acquisition located worldwide. Looking for out of the box idea that does not involve expensive subscriptions with expensive tools.
