Business development for software company

I need blockchain development project. I don't want to invest in ads as mostly it becomes concept selling. I want people who got urgent needs to offer me projects. I do not want channels such as freelancer, upwork where people do not pay in advance. Ideally people who visit website would be the right audience. The job here is the generate leads. Please share a plan in the proposal. Give budget in INR. I will start with trial project. You must have experience in software development project.
