Business development / LinkedIn outreach

I have written a large DevOps course which has been received very successfully. I am looking to sell the course content to bootcamp providers and other training organisations that train technologists.
I'm looking to hire someone to do some outreach / business development who will prepare target contact lists, do some cold emails and cold LinkedIn outreach.
I haven't set up a CRM yet either, so I don't mind what CRMs you have experience with, but I'd like to know what you have used in the past.
