Rust or C++ with WebAssembly, audio Tempo Sync App

I'm looking for a developer to create a simple, minimalistic app using Rust or C++ and WebAssembly. The app should feature:

- A graphical tempo grid with pre-designed templates
- A beat tracker
- Audio sync capabilities (move audio file back left right)
- Volume Faders
- MP3 audio format support and export to mobile devices

Ideal Skills & Experience:
