Specifically for a new auction based off current auction.

There are 3 things I need changed from how the current auction works:
1) when a bid is no longer the highest bid, it needs to be automatically cancelled
2) when a bid is the highest bid, it cannot be cancelled by the end user
and one more key functionality.
