Create Solana dApp

Require a developer to create a Solana dApp that is like a lottery. The app first mints an NFT which acts as the entry ticket to the lotto contest. Once tickets are sold out, it randomly picks a series of winners for different levels of prizes. The program then automatically sends the winnings to the respective accounts. This needs to be done in a secure, trustless manner that cannot be interfered with even by the program owner.
