SIP integration

Hi,
I have a Ruby (3.1.1) that needs to send calculated UDP payloads via SIP (RFC 3261), an example payload being:
<mrq><ref>PL7QgaX1F1</ref><mty>PI</mty><dty>1</dty><cid>10195</cid><crd>gsm:</crd><stc>10</stc></mrq>
Sending via Ruby is not essental, I can call command line clients (Centos 7 prefferred)
I will provide access to a server, I need a developer to create a script that can send the above to a host, and advise me how I can put into my own payload body.
