web application development

I am looking for a skilled web application developer to help with the development of a project. I would like to use Ruby on Rails as the platform and technology to build it. I have an idea of what I want the application to do but no design mockups or wireframes at this time. The primary function and purpose of the app is to interact with users. I need help taking my idea and bringing it to life as a functional web application.
