Upgrade Gemfile and package json (ruby, rails, node, etc)

I need someone to upgrade the gemfile, package json to the last version.
This is an app with react and webpacker. We need to remove webpacker before the upgrade to rails 7.X
The current versions are:

Ruby 2.7.2
Node 8.12
