Simply Ruby-On-Rails Prototype Modeled From W3.CSS CV Template

I need someone that is proficient in Ruby on Rails to build a simply prototype models after a template.
This assignment should take less than an hour for someone that knows Ruby on Rails well.
This is the assignment:
Scenario - You are employed as a Software Engineer. Your employer’s HR department would like to have a resume application similar to LinkedIn. You have been tasked to rapidly build a Proof-Of-Concept prototype using Ruby-On-Rails.
"Your HTML and CSS will come from the W3.CSS CV Template. You will model your application after the Blog Application for Rails Version 5.x. You will use all of the best practices from the midterm (e.g. welcome page, GitHub Repository). Your solution will contain a main table and 4 related tables.
You will use the Article Table from the Blog exercise to model your main table and the Comments Table to model the related tables.
You will research the data seeding capability of rails to populate your test data.
