Ruby on Rails 4.2 installation on Mac M1 / Monterey

I need someone who can install RoR on a brand-new Mac M1 with Monterey OS. Rails version is 4.2.1 or similar, Ruby version currently needed is 2.3.1. There is a problem with OpenSSL 1.0 lib and further down the road in the installation process other roadblocks appear, like libv8 installation for therubyracer.
You will get remote access to the machine, it can be accessed 24/7.
